General Questions/New to Joomla! 5.x • Could not save data. Error: %s (J5.1.4 Php 8.2.23)

Dear Sirs,

at Global Information > Users > Password Option

I tried to update to reset (max. reset count, min password length, min (numbers, symbols, upper case , lower case) as
5, 1, 15, 1,1,1,1

However when I press Save, the Joomla system return : Could not save data. Error: %s

Please teach us on what condition this error will be happened ?
and
How to solve this error ?
