The first thing I would suggest is to recheck your hosting; can you specify PHP versions per subdomain, or is it only on a global basis? You might have set PHP 8.3 on the wrong folder but not at the subdomain level where your site is located. I mean, Joomla is picking up from somewhere that the PHP is "wrong".

What file are trying to upload?

Use the Forum Post Assistant (FPA) to generate a report with technical details of your hosting environment and joomla installation. The FPA outputs a report in BBCode (the markup language similar to HTML used by this PHPBB forum). BBCode = "Bulletin Board Code".

Read the FPA instructions: https://forumpostassistant.github.io/docs/.

Download the fpa-en.php file, upload it to your web hosting in the folder where Joomla is installed, and run the script from your browser. Work through the steps and copy and paste the BBcode to the Joomla forum (as a new reply on this thread). The FPA report can tell us what your actual PHP version is, and possibly why it is telling you it is incorrect or below the expected minimum version.

For the record, https://manual.joomla.org/docs/next/get ... uirements/ states recommended PHP as 8.3 so it should work. The failure might be due to extensions that do not work with 8.3 (and that's not within Joomla's control).
