The error starts from an obsolete system plugin and library developed by Regular Labs, incompatible with later versions of PHP. Use phpMyAdmin from the cPanel or a similar page, provided by your host. Browse the database table _extensions and locate the system plugin and change the column 'enabled' from 1 to 0. That should give you access to the backend so that the plugin can be uninstalled.
