After testing it, the answer is YES . You can install Arabic Language Pack of Joomla 4.x on Joomla 5.x because it's missing in Joomla 5.x . Please do the following:
1- Download the Arabic Joomla 4.x language pack from here :
https://downloads.joomla.org/language-p ... ag/4-0-2-1
2- The downloaded file is named ar-AA_joomla_lang_full_4.0.2v1.zip
3- Install the pack as an extension in the administrator panel of Joomla 5.x by going to
System> Manage > Extensions > click button "Install Extensions"
4- Choose the file ar-AA_joomla_lang_full_4.0.2v1.zip and install it.
