could it be just a caching issue; clear your browser and joomla caches. Are you using any external caching service e.g. Cloudflare, or something set up through your web host? Check the caching plugins in Joomla. Do a Ctrl+F5 refresh.
Still don't know why you would be needing to update directly in the database; Joomla provides a administration area for the CMS. Are you updating the correct database for your site? (I mean, you can have several sites, each with a separate database on your web hosting).
I would also update to 5.2.1 (5.1.1 was released 7 months ago; there are been five updates released since then).
