If as you suspect, it's your .htaccess, perhaps try this:
rename your .htaccess to htaccess.old, then upload Joomla's version (included in the installation ZIP file as htaccess.txt). Upload this file and rename it to .htaccess. Does the site now work?
I don't know why FPA is flagging PHP 8.3.13 supports Joomla 4.4.9 : No - because it should work. another idea to try - drop the PHP version to 8.2
Most hosts should allow PHP version changes through cPanel or equivalent? Some may only allow global PHP version, and some per-application or subdomain or folder.
From what I researched shouldn't you use AddHandler not SetHandler? (I don't know the difference).
Perhaps check with your host as to how to use .htaccess to define the PHP version, but I found this (for BlueHost) that seems to be using a similar directive that you have.
