yes you can do it with CSS and that's the way you should do it.

Any custom CSS needs to be placed in the user.css file (for Cassiopeia). Any other template might use a similar method but the file might be called custom.css.

I suppose resizing image is a good thing (for accessibility and flexible design).

The image quality doesn't come only from resizing the image with CSS. First optimise the image in an image editor. (I use Irfanview which can do bulk-processing of images).
