What is the purpose of this PHP script, external to Joomla?

If it is meant to be a CLI (Command-Line Interface) application, there are tutorials and articles, including how to create access keys for authentication:

I can use AJAX to get a decorated module and display it in the position I need on the site.
The CLI is definitely not needed.
I can implement it with PHP + SQL, but I would like to do it with Joomla tools.
That's exactly the question.
